        On 
          July 28 when our Jincheon area had a heavy downpour and our people felt 
          hopeless, you provided loving hands that helped them recover. I bow 
          to you with deep appreciation.   
        
 This 
              flood caused two deaths and loss of property valued at about 25 
              million US dollars. Thank you for your noble thinking and for sharing 
              our pain. Thank you for the relief items and the many services delivered 
              at the flood disaster recovery site.  
            
 Ninety-five 
              percent of the emergency recovery was completed by the public sector, 
              and our victims are gradually regaining stable lives. This precious 
              recovery was the result of your valuable efforts and sacrifice at 
              the flood disaster site, despite your own busy lives.  
              
            
 Although 
              the disaster was a bitter experience we have learned to focus on 
              prevention of predictable disasters rather than cost-consuming recovery. 
              Our Jincheon is determined to be the best self-governing community 
              in the nation in terms of preventing disaster.  
            
 I 
              hope that you will continue to give Jincheon-Gun your attention 
              and watch its progress. I wish success for your families and organization, 
              and once again I thank you very much.
